District Finances
The SOAR Recreation District is a special taxing
district formed in 1995. The District boundaries are similar to
the Sisters School District Boundaries. The District has its
own taxing authority to levy taxes to support District
operations. Residents within the SOAR Recreation District pay
property taxes to help support District programs and
facilities. The District's tax rate is .22 cents per $1,000.00
assessed value.
The SOAR District is governed by a board of five
elected officials, and is managed by professional staff. The
annual budget is developed by the Board and staff and is
reviewed by the Budget Committee. The Budget Committee is
comprised of five District residents that are appointed by the
Board of Directors. The District must prepare budgets and
follow financial policies in accordance with Oregon State Laws
regarding public finance. An annual, independent audit is
conducted as prescribed by State Law. All financial
records of the District are a matter of public record and can
be reviewed at the District offices. A copy of the annual
budget is also available for review at the District Office.
